Background of Community Justice Work
Delivering justice, fostering fairness, and promoting peace within society are critical missions of the Ministry of Justice that must be pursued across all areas and levels. However, these missions cannot be sustainably achieved through government efforts alone. The key to successful implementation lies in the active participation of community members-those who live closest to the issues, directly experience the impacts, and share in the benefits of justice, fairness, and social peace. It is essential that community members are given the opportunity and means to collaborate with the government in addressing local issues through participatory processes-joint planning, problem-solving, and shared benefits. This partnership approach is central to what is known as the "Community Justice Network."
The Community Justice Network
forms an integral part of the Ministry of Justice's strategic initiative: "Justice for All, All for Justice." This strategy aims to build partnerships between government and communities to deliver justice and create social harmony. The government supports the formation of community networks that work side-by-side with state agencies in carrying out tasks that impact local interests. These networks are encouraged to establish their own "Community Justice Centers" as mechanisms for developing collaborative approaches to justice, ensuring equality under the law, and fostering a crime-free society, which serves as a foundation for sustainable socio-economic development.
Members of the Community Justice Network
are citizens interested in participating in community justice initiatives under the Ministry of Justice and who have completed the "Community Justice Network Curriculum." These members act as partners in implementing various activities that promote justice and peace within communities.
Community Justice Coordinators
are network members elected to serve as liaisons between the community and various governmental and private organizations. Their role is to facilitate justice in the community, promote peace, and manage the operations of the Community Justice Centers.
Community Justice Center Committees
consist of elected community members or network participants responsible for reviewing, resolving, and addressing local problems. If an issue cannot be resolved at the local level, it is escalated to the Provincial Justice Office. The Community Justice Coordinator serves as the secretary and administrative officer of this committee.
Community Justice Centers
are community-approved facilities established to host the activities of the Community Justice Committee and other related community programs.
Community Justice Coordination Centers
are established by the Ministry of Justice within the Provincial Justice Offices under the Public Service Division. These centers serve as mechanisms for linking government and community efforts through the Community Justice Network. Their responsibilities include supporting, developing, and maintaining the network, managing information systems, and coordinating efforts between local mechanisms, the Provincial Justice Office, and the Ministry of Justice. They are also tasked with monitoring and reporting the outcomes of justice initiatives.
